Expands the Teacher Housing Act of 2016 to include nonprofit organization employees working in early childhood, prekindergarten, or schoolage childcare programs on school district property with funding from the State Department of Education, federal Head Start program, or other public funding for low and moderate income families.

Requires programs established under the act to provide teachers, school district employees, and nonprofit organization employees with a right of first refusal to occupy housing acquired, constructed, rehabilitated, or preserved under the act, with teachers and school district employees prioritized before nonprofit organization employees.

Allows school districts and developers receiving local or state funds or tax credits for affordable rental housing to restrict occupancy to eligible teachers, school district employees, and nonprofit organization employees on school district-owned land.

Applies to housing made available or contracts for housing entered into, amended, or extended on or after January 1, 2025.

Permits school districts to prioritize their own employees and allow local public employees or other members of the public to occupy housing created through the program, subject to applicable laws.
