Adds definition of "prescribed grazing" to Public Resources Code as the lawful application of grazing by livestock at determined seasons, durations, and intensities to reduce wildfire risk, control invasive plants, and promote biodiversity.

Expands fire prevention activities to explicitly include prescribed grazing and amends eligible grant activities to include training on prescribed grazing in public education outreach programs.

Indefinitely extends the Director of Forestry and Fire Protection's authority to authorize advance payments from grant awards up to 25% of total award (or up to 50% for equipment/supplies purchases), previously set to expire January 1, 2024.

Grantees receiving advance payments must expend funds within six months and file accountability reports with the department every four months.

Maintains existing local assistance grant program for fire prevention and home hardening education activities available to local agencies, resource conservation districts, fire safe councils, nonprofit organizations, tribal nations, and other eligible groups.
