Requires the California Health and Human Services Agency to establish a workgroup by March 1, 2025, to develop recommendations for a statewide comprehensive, equity-focused prenatal-to-3 system agenda.

Workgroup shall consist of 12 members selected by the Governor (4), Senate President pro Tempore (4), and Speaker of the Assembly (4), including representatives from First 5 county commissions, community groups serving young children, state agencies, and early childhood financing experts.

Workgroup must review current state and local policies related to early childhood systems infrastructure, financing, data systems, and supports for children and families facing systemic challenges, including children of color and low-income children.

Workgroup shall submit recommendations to the administration and Legislature by January 31, 2026, and provide updates to the Early Childhood Policy Council before that deadline.

Section automatically repeals on January 1, 2030, and workgroup is subject to the Bagley-Keene Open Meeting Act.
