County of Los Angeles must submit a report to the Legislature no later than March 1, 2025, analyzing governance options for East Los Angeles, including feasibility of forming a municipal advisory council, local town council, or coordinating council.

Report must include information on services and investments for unincorporated communities with populations over 10,000, consultant costs from past incorporation studies, and fiscal viability analysis for East Los Angeles as a potential city or special district.

Report must contain summary of findings from previous incorporation studies, breakdown of existing federal, state, and local revenue sources, and comparison of capital projects and municipal services investments over the past 10 years.

County may submit previously produced reports containing substantially similar information in lieu of completing a separate report to satisfy requirements.

Provisions become inoperative upon report submission and are repealed as of January 1, 2029.
