Authorizes the Judicial Council to sell the Gordon D. Schaber Sacramento County Courthouse (located at 720 Ninth Street, Sacramento) in a fair market value transaction.

Requires the Judicial Council to consult with Sacramento County, offer the property to the county first, and notify the Department of Housing and Community Development and local public entities with jurisdiction over low- and moderate-income housing development.

Mandates that local agencies purchasing the property for affordable housing development give priority to entities proposing the greatest number of affordable housing units meeting state requirements.

Requires net proceeds from the courthouse sale to be deposited into the State Court Facilities Construction Fund rather than the Special Fund for Economic Uncertainties.

Declares that the property disposition is not subject to California Constitution provisions requiring surplus state property proceeds to be deposited into the Special Fund for Economic Uncertainties.
