Amends the Fair Political Practices Commission's statute of limitations for administrative actions to the lesser of five years after violation or two years after receiving a complaint, audit report, referral, or commencing an investigation, effective for violations occurring on or after January 1, 2025.

Creates a new two-year statute of limitations for civil actions alleging Political Reform Act violations, measured from the date the commission receives a complaint, audit report, referral, or commences an investigation, for violations occurring on or after January 1, 2025.

Maintains existing tolling provisions for fraudulent concealment and court-ordered document production delays in administrative proceedings.

Declares the bill furthers the purposes of the Political Reform Act of 1974, allowing passage with a two-thirds legislative vote as required by initiative law.
