AB 2995 Summary

• Revises terminology throughout California's alcohol and drug program laws to use person-first language, replacing stigmatizing terms like "alcohol abuser" and "drug abuser" with "individual with an alcohol disorder" and "individual with a substance use disorder"

• Updates chapter and article headings in the Health and Safety Code and Welfare and Institutions Code to remove stigmatizing language from program titles and descriptions

• Makes conforming changes across dozens of code sections to standardize definitions and remove stigmatization of individuals seeking alcohol or other drug treatment services

• Incorporates coordination provisions with Assembly Bills 2119 and 2574 to avoid conflicting amendments when all bills are enacted

• Approved by Governor September 28, 2024 and effective immediately
