Establishes the Healthy Homework Act, encouraging school districts, county offices of education, and charter schools to develop and adopt evidence-based homework policies by the start of the 2028–29 school year, with initial policy development by the 2027–28 school year.

Requires policies to be developed through significant stakeholder participation including pupils, parents, teachers, administrators, and staff, with public discussion and comment at minimum two separate public meetings.

Mandates consideration of research on homework effectiveness, equity issues (including technology access), developmental appropriateness by grade level, grading practices, individual pupil needs including students with disabilities and English learners, and different educational programs such as dual enrollment and project-based learning.

Requires annual distribution of the adopted homework policy to all certificated staff, administrators, pupils, and parents at the beginning of each school year, and publication on local educational agency and school websites.

Authorizes the State Department of Education to develop and post guidelines for local educational agencies by January 1, 2026, and requires policies to be updated at least once every five years.
