Requires the State Energy Resources Conservation and Development Commission to develop a second-phase seaport readiness plan for offshore wind energy projects by December 31, 2026, identifying feasible port locations for Central Coast and North Coast wind turbine assembly.

Directs the commission to recommend port alternatives that can obtain site control within five years, have sufficient capacity for in-state assembly and manufacturing, minimize environmental and cultural impacts, and maximize in-state workforce opportunities.

Mandates the commission to conduct a study on feasibility of achieving 50% and 65% in-state assembly and manufacturing of offshore wind projects and federal domestic content thresholds by December 31, 2027.

Requires the study to assess current California manufacturing capabilities, identify supply chain and workforce gaps, estimate job creation, and evaluate potential impacts on project costs, timelines, and electric ratepayer rates.

Extends the repeal date of existing offshore wind energy provisions from January 1, 2027 to January 1, 2031 to allow for completion of these new planning and feasibility studies.
