Amends the definition of "infrastructure" in the California Infrastructure Planning Act to include port infrastructure for offshore wind energy development.

Requires the Governor's 5-year infrastructure plan to include, beginning in the 2026-27 fiscal year, an assessment of funding needs for port infrastructure supporting offshore wind energy development.

Directs the Governor to consult with specified state agencies and identify federal, state, and local funding opportunities—including general obligation bonds and private sector funding—to support port infrastructure construction for offshore wind projects.

Recognizes that California's offshore wind goals require 5 gigawatts by 2030 and 25 gigawatts by 2045, necessitating an estimated $12 billion in port infrastructure investment across multiple California seaports.
