Requires cities and counties with internet websites to make a fee estimate tool publicly available for calculating estimated fees and exactions for proposed housing development projects, with cities/counties able to choose the tool's format.

Fee estimate tool must calculate estimates for mitigation fees, affordability in-lieu fees, construction excise taxes, public art in-lieu fees, parkland dedication in-lieu fees, and Mello-Roos special taxes.

Cities and counties with populations over 500,000 must comply by July 1, 2031; those with populations of 500,000 or fewer must comply by July 1, 2032.

Requires the Department of Housing and Community Development to create a fee schedule template and list of best practices by July 1, 2028, which cities and counties may use to meet these requirements.

Declares that fee transparency requirements apply to all cities, including charter cities, and exempts the state from reimbursing local agencies for implementation costs.
