Authorizes district attorneys to request temporary emergency gun violence restraining orders and to petition courts to determine firearm return after mental health facility discharge, in addition to existing law enforcement authority.

Requires district attorneys to adopt written policies and standards for gun violence restraining orders before petitioning for them, consistent with law enforcement agency requirements.

Allows mental health practitioners to report persons prohibited from firearm possession to district attorneys (in addition to local law enforcement), and permits district attorneys to file petitions regarding firearm return determinations.

Extends firearm seizure and custody procedures to include district attorney offices, which can now take temporary custody of firearms during domestic violence incidents and retain custody pending court determinations.

Updates statutory language for gender-neutral terminology and clarifies that district attorney employees (inspectors and investigators) qualify as law enforcement officers for purposes of gun violence restraining order procedures.
