Requires the Department of Conservation to make available at least 25% of annual Hazardous and Idle-Deserted Well Abatement Fund expenditures to counties with at least 100 orphaned or deserted oil and gas wells that can plug and abandon them faster than the department.

Mandates the department immediately allocate at least 10% of annual fund expenditures to counties where leaking orphaned or deserted oil and gas wells are located, if the county can complete plugging and abandonment faster than the department.

Requires the department to distribute funds among eligible counties based on the number of wells to be plugged and abandoned and cost estimates for the work.

Authorizes counties to receive reimbursement for costs already incurred in plugging and abandoning leaking orphaned or deserted wells, up to 10% of annual fund expenditures (or more at department discretion).

Requires all expenditures from the fund to comply with skilled and trained workforce requirements under California's Public Contract Code Chapter 2.9.
