Requires peace officers, prosecuting attorneys, and prosecution investigators to clearly identify themselves and their agency before interviewing immediate family members of persons killed or seriously injured by a peace officer.

Mandates that officers show official identification (business card, badge, or other form) if the interview takes place in person.

Requires officers to clearly state six specific rights to the family member being interviewed, including the right to ask about their family member's status, the right to remain silent, and the right to have a trusted support person, attorney, or legal advocate present.

Defines "immediate family" to include spouses, domestic partners, parents, guardians, grandparents, aunts, uncles, siblings, and children or grandchildren related by blood, marriage, or adoption.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement to local agencies shall be made pursuant to existing state reimbursement procedures.
