Expands the definition of "intimidation by threat of violence" under the Ralph Civil Rights Act of 1976 to include distributing materials on private property without authorization with the purpose of terrorizing the property owner or occupant.

Defines "terrorize" as causing a person of ordinary emotions and sensibilities to fear for personal safety.

Restricts speech alone from supporting a Ralph Civil Rights Act claim unless the speech threatens violence against a specific person or group, the threatened person reasonably fears violence will occur, the speaker acts in reckless disregard for the threatening nature, and the speaker has apparent ability to carry out the threat.

Clarifies that the speech restriction does not negate other requirements established in the Ralph Civil Rights Act to bring an action.

Takes effect immediately as an urgency statute to address growing hate littering incidents in communities.
