Establishes state policy to protect individuals and organizations from transnational repression, pursue criminal prosecutions against perpetrators, and provide support services to victims.

Defines transnational repression as actions by foreign governments or their agents crossing national borders through physical, digital, or analog means to intimidate, silence, coerce, harass, or harm diaspora and exile communities to prevent exercise of human rights.

Requires the Office of Emergency Services through the California Specialized Training Institute, in consultation with the Commission on Peace Officer Standards and Training, to develop transnational repression recognition and response training by July 1, 2026.

Training must cover identification of transnational repression tactics, specific governments employing such tactics, law enforcement prevention and response best practices, targeted communities and foreign government misinformation, and federal guidance on national security and public safety.
