Adds xylazine and its metabolites to Schedule III of California's controlled substances list, but only after xylazine is placed on federal Schedule III, with exemptions for approved veterinary uses and pharmaceutical manufacturing.

Excludes xylazine from drug paraphernalia prohibitions when used in testing equipment designed to detect xylazine, fentanyl, ketamine, gamma hydroxybutyric acid, and other emerging adulterants as determined by the State Department of Public Health.

Extends drug paraphernalia testing equipment exemptions to include xylazine and other emerging adulterants in both Health and Safety Code Section 11014.5 and Section 11364.5.

Clarifies that violations of drug paraphernalia retail location requirements are administrative violations subject to license revocation or denial, not criminal offenses under Section 11374.

Declares no state reimbursement is required for local agencies or school districts under Proposition 13 restrictions.
