Establishes the LGBTQ+ Commission within the Governor's Office of Land Use and Climate Innovation with 9 members appointed by the Governor (5), Speaker of the Assembly (2), and Senate Committee on Rules (2), serving four-year terms.

Commission shall act in an advisory capacity to the Legislature and Governor on policy matters affecting the LGBTQ+ community, including conducting research, reviewing programs, and providing policy recommendations.

Requires the commission to convene quarterly meetings beginning April 1, 2026, to identify statewide LGBTQ+ community needs and submit annual reports with policy recommendations to the Legislature and Governor starting January 1, 2028.

Creates the LGBTQ+ Commission Fund in the State Treasury to support the commission and authorizes it to accept gifts, grants, donations, and conduct fundraising activities; exempts fundraising events from the Bagley-Keene Open Meeting Act under specified conditions.

Repeals all provisions on January 1, 2035.
