Establishes a permanent river ranger program for the Los Angeles River and its tributaries, spanning 51 miles from Canoga Park to Long Beach, replacing a previous program that expired January 1, 2020.

Requires the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy and the Santa Monica Mountains Conservancy to collaborate with the Department of Parks and Recreation, California Conservation Corps, and State Lands Commission to develop and implement the program.

River rangers must provide public assistance at sites along the Los Angeles River with specific objectives including improving public safety, establishing recreational and educational opportunities, protecting natural resources, and fostering collaboration among state and local jurisdictions.

Mandates solicitation of participation from local governments with jurisdiction over the river, including the City of Los Angeles and County of Los Angeles, to coordinate services and ensure equitable access across all communities.

Incorporates principles emphasizing resource management, recreational opportunities, community outreach, public safety measures, and diversity and inclusion consistent with the Presidential Memorandum on Promoting Diversity and Inclusion in Public Lands (January 12, 2017).
