Amends Section 76104.6 of the Government Code to change the deposit deadline for county DNA Identification Funds from the 20th year after initial collection to January 1, 2028, or longer if necessary to satisfy lease or leaseback obligations for specified projects.

Maintains the $1 per $10 (or part thereof) additional penalty levied on criminal fines, penalties, and forfeitures collected by courts to fund DNA identification purposes.

Requires county boards of supervisors to establish and manage DNA Identification Funds in county treasuries, with specific allocation percentages transferred to the state's DNA Identification Fund quarterly.

Authorizes remaining county funds to reimburse law enforcement agencies and crime laboratories for DNA specimen collection, processing, analysis, and storage related to criminal investigations and prosecution.

Requires counties to submit annual reports to the Legislature and Department of Justice detailing fines collected and expenditures for authorized DNA identification programs.
