Prohibits dry methods and requires effective wet methods (continuous water application, submersion, or high-pressure water) for all fabrication activities on stone slab products containing crystalline silica, effective immediately with violations subject to immediate work cessation orders.

Requires the Department of Industrial Relations to develop a training curriculum by July 1, 2025, and mandate worker certification for fabrication activities beginning July 1, 2026, in consultation with approved apprenticeship programs.

Establishes a licensing system for slab product fabrication shops beginning January 1, 2026, requiring $450 application fee and $200 initial license fee, with 3-year licenses renewable for $450 and mandatory compliance with occupational safety standards and air quality monitoring.

Prohibits suppliers from directly providing slab products to unlicensed fabrication shops beginning January 1, 2026, and requires verification of licensure or written certification under penalty of perjury from non-fabrication purchasers.

Requires the Department of Industrial Relations to maintain a public database of licensed shops and enforcement actions, and submit reports to the Legislature by July 1, 2025, January 1, 2027, and January 1, 2029, detailing respirable crystalline silica violations, silicosis cases, and licensing outcomes, with data disaggregated by stone industry type.
