Requires the California Surgeon General to convene a Commission on Chronic Traumatic Encephalopathy and Youth Tackle Football to investigate brain injury risks associated with youth tackle football and provide recommendations to the Governor and Legislature.

Commission must review and analyze risks of concussion, CTE, and other brain injuries from youth tackle football, including subconcussive head trauma and repetitive head impacts, and how risks vary by age and duration of participation.

Commission shall request youth sports injury information from youth tackle football leagues on a voluntary basis.

Surgeon General must publish a report on the commission's findings by July 1, 2027, including recommendations on the minimum appropriate age for youth tackle football participation and best practices to minimize brain injury risks.

The commission and reporting requirements expire and are repealed on January 1, 2028.
