Prohibits businesses from developing or maintaining browsers that lack a setting allowing consumers to send an opt-out preference signal to block sale or sharing of personal information.

Prohibits businesses from developing or maintaining mobile operating systems without a setting enabling consumers to send an opt-out preference signal, effective six months after the California Privacy Protection Agency adopts technical specifications.

Requires the opt-out preference signal setting to be easy for a reasonable person to locate and configure.

Authorizes the California Privacy Protection Agency to adopt regulations implementing these requirements and updating definitions of "browser" and "mobile operating system" as technology evolves.

Provisions become operative on January 1, 2026.
