Requires the Department of Food and Agriculture to prescribe regulations for the entry of junior exhibits at state-supported fairs, in addition to existing regulations on judging and premium amounts.

Mandates that all junior exhibit entries be received only with parental or guardian approval and may be withdrawn at the parent or guardian's request up until the animal is sold at auction or the exhibitor is no longer responsible for care, whichever occurs later.

Requires parents or guardians who withdraw junior exhibits to be responsible for any reasonable costs of facilitating the withdrawal.

Permits any bidder to elect live animal pickup for junior livestock exhibits, regardless of whether the sale is characterized as a terminal sale, with winning bidders required to follow fair procedures for live animal pickup.
