Requires the Department of Motor Vehicles to develop an assisted and expedited process for survivors of human trafficking to obtain new or replacement identification cards.

Allows specified persons including rape crisis counselors, victim advocates, peace officers, mental health providers, and human trafficking service organization representatives to complete and submit identification card applications on behalf of applicants.

Mandates the DMV waive identification card fees for survivors of human trafficking and provide temporary identification documents when needed.

Requires the DMV to assist applicants in obtaining identity documentation and scheduling appointments at the earliest available time for photograph and fingerprint processing.

Directs the California Victim Compensation Board to post information on its website about obtaining identification cards for trafficking survivors, obtaining replacement Social Security cards and permanent resident cards, and the Safe at Home program.
