Autonomous vehicle manufacturers must report to the DMV all vehicle collisions and disengagements occurring in autonomous mode on California public roads, starting July 31, 2025, regardless of testing or deployment permit status.

Collision reports must include detailed narratives covering 30 seconds before through conclusion of collision, passenger count, road conditions, permit numbers, vehicle identification numbers, safety driver presence, GPS coordinates, timestamps, and NHTSA information.

Disengagement reports must be submitted annually at minimum and describe circumstances including weather, road conditions, traffic, and which party initiated the disengagement, using plain language understandable to nontechnical persons.

Manufacturers must submit quarterly reports starting July 31, 2025 summarizing vehicle miles traveled (broken down by safety driver presence and autonomous operation), vehicle immobilizations lasting 180+ seconds, and traffic citations or noncompliance notices.

The DMV must maintain all reports starting July 1, 2025 and publish them online in machine-readable format by January 1, 2028 within 90 days of receipt, with redaction of personal information and trade secrets identified by manufacturers.
