Addition of flavoring agents to conventionally manufactured medications is not considered compounding if the flavoring agent is inert, nonallergenic, and does not alter the medication's concentration beyond United States Pharmacopeia variance levels.

Pharmacies must document flavoring agent additions in prescription records, including the date added, prescription number, medication name, flavor component details (name, lot number, expiry date, quantity), and preparer initials.

These provisions remain operative only until January 1, 2030, when they are repealed and replaced with standard compounding regulations.

Takes effect immediately as an urgency statute to address public health concerns, particularly medication adherence in young patients.
