Authorizes retail sales of certified safe and sane fireworks from 9 a.m. on December 26 through midnight on January 1 of the following year, subject to State Fire Marshal licensing.

Requires charter cities, cities, counties, or city and counties to adopt an ordinance or resolution authorizing fireworks sales before the State Fire Marshal can issue a license for the holiday period.

Allows local jurisdictions to restrict the hours of use for fireworks sold during the December 26 to January 1 period through their authorizing ordinance or resolution.

Requires license applications to be submitted to the State Fire Marshal by December 15 of the year in which the license is to commence, with licenses valid for only one seven-day period.

Declares that no state reimbursement is required because any costs imposed on local agencies result from changes to criminal penalties related to fireworks violations.
