Establishes streamlined, ministerial approval process for adaptive reuse projects (converting existing buildings to residential or mixed-use) that meets specified requirements, exempt from California Environmental Quality Act review.

Requires adaptive reuse projects to include affordable housing: rental projects must have 8% very low income and 5% extremely low income units, or 15% lower income units; owner-occupied projects must have 30% moderate-income or 15% lower income units.

Deems adaptive reuse projects "use by right" in all zones if located in urbanized areas with at least 75% of perimeter adjoining developed urban uses, and buildings must be less than 50 years old or meet historic resource preservation standards.

Authorizes cities and counties to establish adaptive reuse investment incentive programs paying proponents up to 30 years of incremental property tax revenue generated by the project to subsidize required affordable housing.

Imposes prevailing wage requirements and apprenticeship/health care standards for construction workers on projects with 40+ units, with enforcement through civil penalties and stop notices for violations.
