Expands tied-house restriction advertising exceptions under the Alcoholic Beverage Control Act to include a fully enclosed arena with fixed seating capacity exceeding 5,000 seats located in the City of Oceanside.

Allows beer manufacturers, winegrowers, rectifiers, craft distillers, distilled spirits manufacturers, and their agents to purchase advertising space and time at the Oceanside arena under the same conditions as existing venue exceptions.

Requires advertising purchases to be made through written contracts with the on-sale licensee, arena owner, or long-term tenant, and limits advertising to events held at the arena.

Establishes penalties of up to six months county jail, fines up to the advertising contract value plus $10,000, or both, along with license revocation for violations involving coercion or inducement of wholesalers.

Declares the statute effective immediately as an urgency measure necessary for fair and efficient application of alcoholic beverage control laws in the City of Oceanside.
