Requires the state Department of Health Care Services to issue guidance by March 1, 2025 (or when CMIPS automation is ready) to allow undocumented individuals to receive IHSS benefits through related providers who have or are obtaining an Individual Taxpayer Identification Number (ITIN).

Defines "related provider" as someone related to the fifth degree by blood, adoption, or marriage (including spouses, children, grandchildren, parents, grandparents, siblings, cousins, aunts, uncles, and nieces/nephews).

Exempts related providers from criminal background check requirements but requires them to attest to convictions for specified offenses; prohibits anyone with convictions for Section 12305.81 offenses from providing services.

Allows IHSS recipients to submit individual waivers to employ related providers convicted of offenses subject to the 10-year exclusion under Section 12305.87, with exceptions for those with certificates of rehabilitation or dismissed charges.

Requires the department to develop recommendations by January 1, 2025 to enable any recipient to select a related provider of their choice, and designates any resulting county costs as a state-mandated local program subject to reimbursement.
