Adds violation of Section 23109(a) or (c) (motor vehicle speed contests or exhibitions of speed) to the list of offenses for which a magistrate may authorize vehicle impoundment under Section 14602.7 of the Vehicle Code.

Allows peace officers to seize and remove vehicles used in commission of speed contest violations, alongside existing violations including evading police (Sections 2800.1, 2800.2, 2800.3) and reckless driving (Section 23103).

Impounded vehicles may be held for a period not to exceed 30 days, with the impounding agency required to notify the legal owner within two working days.

Establishes procedures for vehicle release to registered owners, legal owners, and rental car agencies, including conditions for payment of towing and storage fees.
