AB 3093 Summary

• Requires cities and counties to track progress on regional housing needs for the 6th and all previous housing element cycles in annual reports to the Department of Housing and Community Development.

• Defines acutely low and extremely low income households as distinct income categories and designates them as special housing needs for the 7th and subsequent housing element revisions.

• Requires housing elements to analyze how historic preservation practices and designations affect a jurisdiction's ability to meet its regional housing need allocation.

• For the 7th and subsequent revisions, mandates that regional allocation plans allocate units for acutely low and extremely low income households in a manner roughly proportional to very low income household needs (within 3% range).

• Directs the Department of Housing and Community Development to publish advisory guidance by December 31, 2026, on addressing special housing needs for acutely and extremely low income households and developing methodologies for allocating housing need for these income levels.
