Renames the California Small Agricultural Business Drought and Flood Relief Grant Program to the California Small Agricultural Business Disaster Relief Grant Program and expands it to include severe heat impacts alongside drought and flooding.

Expands the definition of "qualified small business" to include businesses affected by the September 2022 heat wave, in addition to those affected by severe drought or flooding.

Revises the definition of "decline in annual gross receipts or gross profits" to allow comparison of either the 2022 or 2023 taxable year to the 2019 taxable year.

Requires that funding for severe heat impacts be allocated with 20% of grant funds going to small and socially disadvantaged farmers, with remaining funds directed to qualified small agricultural businesses most impacted by severe heat, identified by specified industry classification codes.

Establishes grant award amounts ranging from $20,000 to $100,000 based on the percentage decline in annual gross receipts or profits, with funds usable for employee expenses, working capital, overhead, and heat-related business maintenance costs.
