Establishes the California Commission on the United States Semiquincentennial to plan and coordinate commemorations and observances for the 250th anniversary of the Declaration of Independence on July 4, 2026

Commission consists of 17 members including a Governor-appointed chairperson, one tribal nations representative, legislators, state officials (Secretary of State, Parks and Recreation Director, State Librarian, Arts Council Director, Superintendent of Public Instruction), three international consuls general (Japan, Korea, Mexico), and five public members appointed by the Governor

Requires the commission to be funded solely by private or federal funds, which are deposited into a newly created Semiquincentennial Fund in the State Treasury and available upon legislative appropriation

Mandates that all commission records, files, and memoranda (excluding private possessions) be deposited with the State Archives before January 1, 2029

Chapter becomes operative only if the Treasurer determines sufficient private or federal funds are available and automatically repeals on January 1, 2029
