Authorizes motorcycle training program operators to issue completion certificates to applicants at least 21 years old who complete only the skills testing portion and pass the skills test.

Requires training program operators to note on the certificate that the person completed only the skills testing portion, in a manner prescribed by the Department of Motor Vehicles.

Allows the Department of Motor Vehicles to accept these skills-only certificates from applicants at least 21 years old in lieu of a driving test for class M1 or M2 motorcycle licenses, if other examination requirements are met.

Applies to both versions of Vehicle Code Section 12804.9, with one version repealing January 1, 2027 and the other becoming operative on that date.
