Enacts the California Travel Insurance Act to create a comprehensive legal framework for selling travel insurance in California, with provisions superseding general insurance law where they conflict.

Expands the definition of travel insurance to include emergency evacuation and repatriation of remains as covered personal risks incidental to planned travel.

Requires travel insurers to pay premium tax on travel insurance premiums from California residents (primary policyholders, certificate holders under group policies, and blanket policy holders) and to document the state of residence and report only amounts allocable to travel insurance.

Permits travel protection plans combining travel insurance, travel assistance services, and cancellation fee waivers to be sold for one combined price if the consumer receives clear disclosure at or before purchase and fulfillment materials describe all included services.

Prohibits negative option or opt-out provisions requiring affirmative action to deselect coverage, requires fulfillment materials be provided as soon as practicable, and allows cancellation with full refund until 15 days after delivery by mail or 10 days by other means (unless trip has started or claim filed).

Restricts those who can act as travel administrators to licensed property and casualty insurance agents, managing general agents, or third-party administrators, with insurers responsible for their administrators' acts and record-keeping.
