Removes the age 55+ limitation and expands California Food Assistance Program (CFAP) eligibility to any individual whose immigration status is the sole basis for ineligibility for CalFresh benefits.

CFAP provides state-funded nutrition benefits to noncitizens ineligible for federal SNAP/CalFresh solely due to immigration status, utilizing existing CalFresh and electronic benefits transfer infrastructure.

Benefit amounts for CFAP recipients shall be identical to CalFresh benefits, with delivery methods matching CalFresh to the extent permitted by federal law.

Designates this as a state-mandated local program administered by counties, with reimbursement to local agencies to be made according to state mandate procedures if the Commission on State Mandates determines costs are incurred.

Becomes operative when the State Department of Social Services notifies the Legislature that the Statewide Automated Welfare System is updated to implement the necessary automation.
