Prohibits California Community Colleges, California State University, independent institutions of higher education, and private postsecondary educational institutions from increasing tuition by more than the percentage increase in the United States Consumer Price Index for the preceding calendar year, effective with the 2029–30 academic year

Applies the same Consumer Price Index tuition increase limitation to the College of the Law, San Francisco and the University of California, but only as a condition for receiving state funds for student financial assistance, starting in the 2029–30 academic year
