Expands student housing development eligibility for density bonuses by allowing units for students enrolled currently or within the past 6 months (rather than only current students) and permits developers to verify student status through a system instead of requiring an operating agreement with institutions of higher education.

Defines "student housing development" as containing bedrooms with 2+ bedspaces that have shared or private bathrooms, access to shared or private living rooms and laundry facilities, and shared or private kitchens.

Increases incentives or concessions for student housing developments from 1 to 2 when projects include at least 23% of total units for lower income students (previously only 20% required 1 incentive).

Changes density bonus calculation for student housing to vary based on percentage of low-income units (20-24% of units yields 35-50% density bonus), replacing the fixed 35% bonus.

Allows student housing developments to have zero required parking spaces per bedspace upon developer request, down from previous requirements.
