Establishes the State Partnership for Affordable Housing Registries in California Grant Program administered by the Department of Housing and Community Development to create a state-managed online platform for affordable housing listings, information, and applications.

Requires the department to develop a standardized housing preapplication by January 1, 2026, solicit participation from eligible entities (cities, counties, and councils of government with populations of 60,000+), and launch the platform by July 1, 2027.

Platform must be accessible in multiple languages, utilize open-source code, and include functions for applicants to search listings, submit applications, track status, and receive notifications, while enabling property managers to create listings and manage applications.

Vendor selected to maintain the platform must demonstrate capacity for handling 2,000,000 application records and 50,000 concurrent users, ensure accessibility for people with disabilities, and comply with fair housing laws and privacy protections.

Exempts personally identifiable information collected or shared through the platform from disclosure under the California Public Records Act, with use limited to program administration purposes.
