PUC must credit no more than half of unencumbered Multifamily Affordable Housing Solar Roofs Program funds as of January 1, 2025, back to residential retail customers of electrical corporations.

PUC must initiate a process on January 1, 2025, to repay residential customers all unreserved self-generation incentive program funds collected as of that date to reduce ratepayer costs.

School Energy Efficiency Stimulus Program application deadline set at July 1, 2024, with remaining funds returned to utilities and distributed to residential customers as bill credits rather than kept by Energy Commission.

Any School Energy Efficiency Stimulus Program funds not spent by December 1, 2026, must be returned to utilities and distributed to residential customers as bill credits, as determined by PUC.

Bill incorporates amendments to Section 2870 of Public Utilities Code regarding solar program eligibility and administration, becoming operative only if coordinated with Senate Bill 1118.
