Removes requirement for health practitioners to report all cases of assaultive or abusive conduct to law enforcement, limiting mandatory reporting to life-threatening injuries, injuries resulting in death, and cases of child abuse or elder/dependent adult abuse.

Requires health practitioners to make a report when an adult patient requests one for injuries related to domestic, sexual, or nonaccidental violent injury.

Mandates health practitioners provide brief counseling, education, and referrals to domestic violence or sexual violence advocacy services for patients suspected of experiencing domestic or sexual violence, including warm handoff to advocate when available.

Requires medical documentation of injuries from domestic, sexual, or nonaccidental violence to be provided to patients in accordance with HIPAA privacy rules.

Maintains existing reporting requirements for child abuse, elder abuse, and vulnerable adult abuse, and preserves health practitioners' ability to report at patient request or as permitted under federal HIPAA regulations.
