Establishes a Bureau of Environmental Justice within the Department of Justice to protect communities disproportionately affected by environmental pollution and public health hazards.

Requires the bureau to ensure fair treatment of all races, cultures, and incomes regarding development, adoption, implementation, and enforcement of environmental laws, regulations, and policies.

Mandates the bureau enforce compliance with the California Environmental Quality Act (CEQA) and land use planning laws, prevent illegal air and water discharge in overburdened communities, and reduce exposure to lead and toxins.

Authorizes the bureau to address contaminated drinking water remediation and challenge inadequate public health and environmental protection policies.

Requires the Attorney General to staff the bureau with a minimum of 12 attorneys and appropriate support staff.
