Requires vehicle manufacturers selling vehicles with remote vehicle technology in California to provide a prominently located, easy-to-use method for drivers to manually disable the technology from inside the vehicle without requiring passwords, online apps, or remote access.

Mandates vehicle manufacturers establish a secure online portal titled "CALIFORNIA SURVIVOR DOMESTIC VIOLENCE ASSISTANCE" allowing abuse survivors to submit a vehicle separation notice within 7 days of disabling remote technology.

Defines "survivor" as an individual who has had a covered act (domestic violence, dating violence, sexual assault, stalking, sex trafficking, or similar crimes) committed or allegedly committed against them.

Allows survivors to submit a vehicle separation notice using either a signed statement under penalty of perjury or supporting documentation such as police reports, protective orders, or affidavits from licensed medical providers or victim services providers.

Imposes civil liability on vehicle manufacturers for violations, including reasonable attorney's fees, statutory damages up to $50,000 per violation (or $100,000 for knowing violations), and actual or treble damages for knowing or reckless violations; declares waivers of these requirements void and unenforceable.
