Establishes the California Center for Climate Change Education at West Los Angeles College within the Los Angeles Community College District with a mission to promote climate change education and provide students with hands-on internships and learning opportunities.

Requires the center to serve as a resource for community colleges on climate change education, build clear climate change pathways to certificates and degrees, enhance partnerships for student internships, and develop an annual urban climate change and sustainability conference.

Establishes the California Mobile Unit for Climate Change Education to assist the center by providing students with opportunities to participate in exhibits, learning experiences, and outreach programs, with implementation contingent on legislative appropriation.

Requires the Los Angeles Community College District to submit a summary report by January 1, 2027 evaluating the center's progress and by January 1, 2028 evaluating the Mobile Unit's contribution to the center's mission.

Codifies the $5,000,000 appropriation from the 2022 Budget Act to the Los Angeles Community College District for the center's development and operations, with funds usable for curriculum development, student internships, and staff hiring.
