Requires family preservation service providers to demonstrate cost-effectiveness and success at avoiding or reducing out-of-home placement when selected by counties, effective January 1, 2026, with review every 3 years thereafter.

Adds new success standards as of January 1, 2026: no more than 25% of children whose parents received services may be removed from parental custody during the first year after services end, and no more than 10% after two years.

Requires counties to submit annual reports starting January 1, 2026 that include data demonstrating whether services meet success standards and the names of service providers and their performance outcomes.

Mandates the State Department of Social Services post annual county reports to its website within 30 business days of receipt.

Declares legislative intent to provide family preservation services with a demonstrated track record of helping families and designed to eradicate situations necessitating intervention.
