Establishes the California Trails Conservancy Program within the Natural Resources Agency to promote enhanced and expanded environmentally sound greenways and trail networks throughout California.

Program purposes include promoting equitable access to diverse trail-based recreational and mobility opportunities for all Californians and optimizing growth of nature-based and human-powered mobility networks.

Authorizes the Natural Resources Agency to form an optional ad hoc working group composed of representatives from hiking, equestrian, mountain biking, environmental justice, and tribal communities, as well as state and federal agencies if the agency determines it would benefit program purposes.

Bill becomes operative only if Section 2 of Assembly Bill 1567 of the 2023-24 Regular Session takes effect on or before January 1, 2025.
