Requires the California Health and Human Services Agency to convene the Promotores and Promotoras Advisory and Oversight Workgroup by January 1, 2025, operating until December 31, 2026, to provide guidance on changes to the health and human services delivery system, including the Medi-Cal program.

Mandates the Secretary appoint at least 9 individuals with at least 10 years of experience working as or with Promotores or Promotoras, with a minimum of 51% being Promotores or Promotoras themselves, representing geographically diverse areas of the state.

Requires workgroup to advise state departments to ensure services provided by Promotores and Promotoras are available and accessible to all eligible populations and that training and outreach materials are culturally and linguistically appropriate.

Directs workgroup to make recommendations on outreach efforts to inform eligible Medi-Cal recipients and target populations about Promotores and Promotoras services and provide input from those with lived experience using these services.

Recognizes Promotoras as a predominantly women-led, Latina workforce that serves as trusted members of underserved communities and provides culturally relevant health education and navigation services.
