Prohibits persons performing pregnancy-related services in California from advertising using false or misleading statements about whether they provide abortion services.

Defines "pregnancy-related service" to include contraception, pregnancy testing, pregnancy options counseling, ultrasound, and prenatal care.

Establishes violations as unfair business practices enforceable by the Attorney General, district attorneys, county counsel, and city attorneys through injunctive relief and civil penalties.

Creates a private right of action allowing individuals harmed by violations to seek injunctive relief, monetary penalties of at least $1,000, actual damages including emotional distress, and attorney's fees.
